Established in 2017 and headquartered in Phnom Penh, the capital of the Kingdom of Cambodia, Amara Law Firm is a fully licensed law firm, duly registered with the Bar Association of the Kingdom of Cambodia (BAKC).

Light
Inspired by traditional Khmer artistry and floral motifs, the light symbolizes knowledge and an inexhaustible source of energy—illuminating our path with cultural wisdom and lasting inspiration. It also features the silhouette of a three-mountain Prasat (temple), representing strength, harmony, and a deep connection to tradition—values that shape and guide our professional practice. At the very top of the logo, we place this light to reflect our highest priority: empowering through knowledge, guided by culture, and driven by purpose.
Scale
Traditionally a symbol of justice, the scale is depicted without its pillars. This represents our flexible and creative approach to legal practice—one that transcends the rigid notion of winning or losing and instead promotes fair, collaborative, and win-win solutions. It also reflects our commitment to serving the best interests of our clients while upholding the highest standards of professional ethics and integrity. Arrow
Pointing upward, the arrow symbolizes growth, empowerment, the pursuit of economic efficiency, and the advancement of justice. It reflects our commitment to delivering impactful results while managing resources wisely. Inspired by Khmer traditions, the arrow also represents our dedication to justice and moral integrity. Book
More than a universal symbol of law, the book reflects Cambodia’s deep reverence for knowledge, wisdom, and tradition. It represents firm respect for the Constitution, the nation’s supreme law, and embodies our commitment to practicing law grounded in the rule of law and established legal frameworks. Rooted in a culture that treasures sacred texts—including those inscribed on temple stones and preserved in Sastra Sleuk Rith manuscripts, traditional writings akin to books—the book further signifies our dedication to professionalism, integrity, and the enduring values that uphold justice under the law.
Amara
Amara is derived from the Khmer term អមរ (Amara), meaning “immortal” or “undying.” Traditionally, it refers to divine beings believed to live eternally, symbolizing longevity and everlasting existence. In Khmer cosmology, Amara is associated with celestial trees, sacred mountains, and heavenly realms—elements connected to the gods. Beyond this, Amara represents a place of steadfast support and refuge, deeply rooted in traditional and religious beliefs, serving as a symbol of hope and a source of strength for those who seek guidance and assistance in times of need.
Law Firm
Amara Law Firm is a legal practice entity falling within one of the three recognized structures of legal practice in Cambodia. This status affirms our adherence to legal standards, ethical obligations, and professional duties in the conduct of legal services. Our legal services are offered mainly in Khmer while also providing support in English, Japanese, and other languages, demonstrating our commitment to meeting the needs of a diverse and international clientele.

Mr. Chheav Satthia is the Founder and Managing Partner of Amara Law Firm, restructured from C H L Law Office in early 2024 to expand and enhance its legal services. Before partnering with Amara Law Firm, he
practiced law for over six years, building strong expertise across multiple practice areas.
Satthia specializes in Real Estate and Construction, Commercial Law, Corporate Law, Intellectual Property, Securities, and Family Law. He also handles Civil, Commercial, and Corporate Litigation, Criminal Litigation, and cross-border matters involving Cambodian jurisdiction.
He is proficient in Khmer, English and Japanese.
Mr. CHHEAV HOURLAY
Attorney-at-Law | Founding Partner
Mr. Chheav Hourlay is the Founding Partner of Amara Law Firm, which evolved from C H L Law Office to provide expanded and more comprehensive legal services. With more than a decade of experience,
Hourlay has developed extensive expertise in human rights matters, including criminal investigations, prison management, and rehabilitation programs.
His practice area centers on criminal litigation across a wide range of cases, including high-profile cases related to drug trafficking, money laundering, and human trafficking. He also deals with commercial contract matters, including real estate transactions, agricultural trade and supply chain management, and natural resource supply and retail distribution.
He is proficient in Khmer and English.
